The Birth of Richland Parish – September 29, 1868

Richland Parish was created from surrounding parishes by an Act of the Louisiana State Legislature and Governor H.C. Warmoth signed this into law on September 29, 1868. Here is the legislation and description of the new parish. A board of commissioners was named in the Legislative Act, and they included John Bishop, William T. Oliver, Elijah Scott, John A. Hemler, Aquilla Dyson, James G. Richardson, and Dr. J.N. Lewis
